SUMMARY

The one-sided conflict between TTP-Islahi and civilians is closely connected to the state-based conflict against the government. TTP-Islahi, belonging to a fundamentalist Sunni denomination, perceives the Shia Community as a target because of their alleged affiliation with the government. TTP-Islahi founder Fazal Saeed Haqqani further accused the Shia Community of backing the armed forces of the government. TTP-Islahi had only taken responsibility for an attack on civilians once. A suicide bomber attacked a marketplace in a Shiite area in Parachinar. The bomb exploded near a mosque as the main Friday prayers took place, killing 42 people.

TTP-Islahi first became active as a one-sided actor in UCDP data in 2012, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached in February that year when more than 25 people had been killed in a suicide attack.
