SUMMARY

The violence carried out by the Baluchistan Liberation Army (BLA) against civilians is closely related to the intrastate conflict between BLA and the Government of Pakistan. In line with BLA's opposition against the Pakistani government and non-Baluch influence in the region, BLAmilitants attack Punjabi settlers and civilians who are seen as supporters of the Pakistani government, such as college teachers or journalists. Most of the killings are carried out by small groups in drive-by shootings.

BLA first became active as a one-sided actor in UCDP data in 2010, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached in August that year when more than 25 people had been killed in various attacks.
