SUMMARY
Khatumo administration, or Khatumo State as some refer to it, is the administration of some of the peoples in Sool, Sanaag, and Togdheer (sometimes referred to as Cayn) regions of northern Somalia. The territory which is claimed by the administration partially overlaps with areas that have previously been claimed by the autonomous regions Somaliland and Puntland. The base of the administration reportedly comes mainly from the Dhulbahante sub-clan of the Harti clan (Darod). The administration claims autonomy under a federal Somali flag, unlike for example Somaliland which strives to gain independence.
The administration was formed during two conferences in the end of 2011 and early 2012. Early attempts to establish an administration of Sool, Sanaag, and Cayn (SSC) can be traced back to 2007. The leadership of Khatumo administration, divided between its three presidents, claims to have support from the government in Mogadishu but it is unclear to what extent.
The Khatumo administration has been involved in the non-state category of UCDP organised violence.
