SUMMARY
The Shabelle Valley Administration (SVA) is a regional administration in Somalia. In the lack of a national unity government in the country, many regional administrations have emerged. Many of these are strongly based in one clan, in the case of SVA the administration represents members of Xawaadle clan (Hawiye clan family; for further information see actor description for Xawaadle clan).
SVA was formed sometime in late 2010 or early 2011 and consists of former TFG administrators from Hiiraan region in south central Somalia, their main areas of control in the early days of the administration were around the towns Jiracle and Kalabeyr. SVA has cooperated with TFG, but also with other actors in the area, such as Ahlu Sunna Waljamaca (ASWJ) and Ethiopian troops, in their fight against al-Shabaab. The president of SVA was Abdulfatah Hassan Afrah (a.k.a. Abdifatah Hassan Afrah) and vice-president was Ahmed Osman (a.k.a. Ahmed Inji).
The SVA has been involved in the non-state category of UCDP organised violence.
