SUMMARY
The self-proclaimed Republic of Artsakh (also known as the Republic of Nagorno-Karabakh) was responsible for one-sided violence committed during an intrastate conflict with the Azerbaijani government (see the Government of Azerbaijan - Republic of Artsakh conflict). Since the Soviet era, the Republic of Artsakh had contested the belonging of the region to Azerbaijan.
The victims of the one-sided attacks were Azerbaijanis, many of whom were shot dead. Researchers have argued that the purpose of the attack was to cleanse Artsakh (Nagorno-Karabakh) from ethnic Azerbaijanis. It has also been suggested that individual perpetrators sought revenge for the killing of their relatives by Azerbaijanis.
The Republic of Artsakh first became active as a one-sided actor in UCDP data in 1992, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached due to an attack on refugees fleeing the town of Khojali.
