SUMMARY

The reason and context for the violence perpetrated by Al-Khobar, as well as its connection to other rebel groups, has been unclear.

Al-Khobar was mainly known for targeting businesses, particularly bus companies, with various types of improvised explosive devices (IEDs). Hence, this was also the group's general tactic of one-sided violence. The violence was concentrated in southern Philippines, and particularly in the provinces of Cotabato and Davao del Sur.

Al-Khobar first became active as a one-sided actor in UCDP data in 2007, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached in July that year when the group had caused several explosions which led to the killing of just above 30 civilians.
