SUMMARY

In early March 2025, the Military Council for the Liberation of Syria staged an insurgency against the Syrian interim government in Syria’s coastal region. During the clashes, violence expanded beyond fighting with government forces into attacks on civilians, reportedly relying on Idlib licence plates to identify presumed government supporters, killing over 200 predominantly Sunni civilians.

Military Council for the Liberation of Syria first became active as a one-sided actor in UCDP data in 2025, when the one-sided violence resulted in more than 25 civilian deaths.
