SUMMARY

The context of the violence is not confirmed, however, it is possible that RED-TABARA's violence against civilians may have spilled over from the conflict between the Government of Burundi and RED-TABARA. The one-sided violence began in 2018, which is also the year when the number of fatalities peaked. The following years, the one-sided violence was low-scaled.

RED-TABARA operated from eastern DR Congo (Zaire). Incidents that commonly occurred and were perpetrated by RED-TABARA were kidnappings, shootings and grenade attacks. RED-TABARA made use of heavy weapons. Occasionally, the group took responsibility for its events, although RED-TABARA rarely admitted civilian casualties. The one-sided violence carried out by RED-TABARA has taken place in different provinces in Burundi, such as Rumonge, Kayanza and Bujumbura.

RED-TABARA first became active as a one-sided actor in UCDP data in 2018, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached in May that year when the group were armed with machetes and guns and carried out an attack in Cibitoke province, which led to the killing of just above 25 civilians.
