SUMMARY

NDFB-RD (National Democratic Front of Bodoland - Ranjan Daimary faction) has been known to use violence against civilians as a tool in achieving their goal for the creation of a Bodo homeland in Indias Assam State. The group officially approves of the practice - on 1 November 2010, NDFB-RDs deputy military chief officially stated that NDFB-RD will kill 20 Indians (i.e. civilian Hindu settlers) in revenge for each Bodo killed by Indian Security Forces in clashes.

Further, NDFB-RD claims civilian Hindu settlers are tools of the Indian Government, and thus legitimate targets, being used by the Government of India in order to further its claims on the area by altering existing demographic patterns and imposing a different culture on the native population.

Attacks generally targeted infrastructure (notably through assaults on buses known to carry Hindu settlers, bombs placed on train tracks etc.) as well as non-Bodo villages. While individual attacks tend to be limited in size, they are co-ordinated (with up to ten attacks over a couple of days) in order to increase the impact of NDFB-RDs operations.

Most NDFB-RD attacks targeting civilians took place in the Kokrajhar and Sonitipur districts of Assam State in Indias remote North-East. The area, close to the India-Bhutan border is part of what NDFB-RD claims as part of Bodoland.

NDFB-RD first became active as a one-sided actor in UCDP data in 2010, when one-sided violence resulted in over 25 civilian deaths. The threshold was reached in November that year when the group organized a number of concerted attacks on Hindu settlers as revenge over Indian Government's actions against the group.
