SUMMARY

The Ituri region of DR Congo (Zaire) has been the scene of numerous attacks of civilians. FAPC (Forces armées du Peuple Congolais, Peoples Armed Forces of Congo) one of the Ituri militias carried out human rights violations in the area under its control looting, killing and raping children and other civilians.

In October 2004 FAPC arrested civilians in Kaliko on the charges of killing two FAPC soldiers. Some of the civilians were tortured to death in an underground prison at the Ndrele camp run by the FAPC rebels. Six detainees were killed in this incident. FAPC also attacked families and looted the homes of child-soldiers who had been reintegrated. The group reportedly killed all soldiers willing to enter the DDR process.

FAPC first became active as a one-sided actor in UCDP data in 2004, when the one-sided violence resulted in at least 25 civilian deaths. The threshold was reached in December that year when the group attacked villages in Ituri District of DR Congo.
