SUMMARY
The JEM has conducted some attacks against civilians during its time as an active rebel group in Darfur. These reported attacks took place at the end of 2003 when JEM conducted some attacks on civilians in West Darfur. The SLM/A was also part of these attacks but this is coded as JEM since they seem to be more active in the attacks and since they were more active in this specific area at this time. There were two incidents where people from the nomadic Rezeigat tribe were targeted. The rebels attacked the Rezeigat and killed civilians including women and children. Additionally they stole livestock and properties and burned the market.
These attacked preceded attacks by JEM on Governmental troops in the area. The attack on the civilians took place just before the attack on the government forces but no other purpose than looting can be found to the attacks by the rebels on the Rezeigat.
JEM first became active as a one-sided actor in UCDP data in 2003, when the one-sided violence resulted in at least 25 civilian deaths. The threshold was reached in December that year due to an attack targeting civilians from the Reizegat ethnic group in the Kulbus area of West Darfur.
