SUMMARY

In the Brazilian state of Espírito Santo, the Primeiro Comando da Capital (PCC) gang acted through its main local ally, Primeiro Comando de Vitória (PCV). Clashes between Associação Família Capixaba and Primeiro Comando de Vitória were caused by territorial disputes related to acquiring lucrative spots for drug trafficking.

In the neighborhood of Ilha do Príncipe in the town of Vitória, the dispute began when the drug dealer who ran the sales in the neighborhood was first arrested. Since then, allies of the Primeiro Comando de Vitória gang started making moves towards acquiring control over the region, with the resistance of the Associação Família Capixaba gang.

The dyad was characterized by armed attacks and execution-style killings in the region under dispute. Both groups have also supported conflicts between opposing local gangs in the region of Morro do Bomba.

The non-state conflict between the Associação Família Capixaba gang and the Primeiro Comando da Capital gang was first included in UCDP data in 2021, when violent killings perpetrated by the groups surpassed the 25 battle-related deaths threshold.
