Comment on Active: On 4 April, some 200 heavily armed rebels in military uniform attacked the mainly Christian town of Ipil on Mindanao Island (Zamboanga del Sur province) in a precisely planned raid by land and sea. The raiders struck at lunchtime, opening fire on crowded streets, shooting into restaurants and a billiard parlour and raiding at least four banks in the town centre. 61 people were killed.

Comment on Active: A bomb aboard a Philippine passenger ferry, Superferry 14, killed 116 people on February 27, 2004. Soon after, the ASG claimed responsibility which was laughed off by the military. The ASG claimed that a certain Arnulfo Alvarado had planted the bomb. Prior to the bombing, the ferry owners received an extortion letter from ASG militant Abu Bakar Janjalani. Although the motive appeared to be non-political, it should not matter for one-sided violence.
