Comment on Active: MILF committed various attacks on civilians during the year. Two of the most notable attacks took place in July when MILF first forced 21 Christian civilians into a mosque and shot them, and one week later shot dead 13 Christian plantation workers. Both attacks took place in Lanao del Sur province on Mindanao island.

Comment on Active: In 2002 MILF at two times attacked Filipino workers employed at a Canadian mining company. A total of 15 people were killed in these two attacks. Another noteworthy attack took place in December when MILF exploded a bomb in Maguindanao, killing a town mayor and 16 others. MILF were threatened by the mayor’s plans to build new roads, making it easier for the military to transport themselves in the area.
