Comment on Active: The PIJ reached 25 one-sided deaths in 2001, with a minimum of 37 civilians killed during this year. The PIJ took responsibility for a spate of suicide and shooting attacks in Israel proper, and 25 deaths were recorded in November following a shooting attack perpetrated by two militants on a civilian bus in annexed eastern Jerusalem. Both assailants were shot and killed by security forces, but only after 2 civilians were killed and 35 wounded.
The increase in PIJ activity in 2001 came in relation to the Second Intifada, in which many Palestinian groups stepped up their operations against Israel in the shadow of the failed Camp David talks in 2000. The bulk of deaths attributed to the PIJ came about through suicide attacks in Israel proper, the majority of such attacks being aimed at public transports and restaurants/cafés.

Comment on Active: The Second Intifada continued unabated in 2002, being propelled by a cycle of violence between Palestinian militant and Israeli Defence Forces (IDF) attacks. Events such as suicide bombings against civilians and the Israeli Operation Defensive Shield incursion into the West Bank contributed to an environment plagued by retaliatory strikes. The PIJ continued its campaign of suicide operations into Israel proper, and such suicide attacks stood for the great majority of civilian casualties in this year’s activity. As is most common when executing suicide bombings the attacks targeted crowded places such as public transports and restaurants/cafés in urban centres.

Comment on Active: After a decline in activity in 2003-2004 the PIJ once again became active as a one-sided actor in 2005. Some analysts attribute the decline in 2003 and 2004 to successful Israeli offensive and defensive security measures against militants (such as targeted killings and the building of a ‘security barrier’ between Israel and the West Bank), Fatah’s increasing amount of control over the Palestinian territories and a withdrawal of many Israeli troops from Palestinian areas. But despite such actions the PIJ killed over 25 civilians in 2005, and Fatah’s control deteriorated.
As in 2001 and 2002 the majority of civilians killed were struck by PIJ suicide bombers, attacking primarily Israeli urban cities. The PIJ also made use of shooting attacks and launched Qassam rockets and mortars on Israeli settlements and Israeli cities. As in earlier years suicide bombings continued to be the most effective way of targeting civilians for the PIJ.
