Conflict issues
Conflict Goal Issues: The forces of Himmler Rebu and Guy Francois were a rebel group that emerged as a military faction to oust the current government of Haiti following allegations of the government’s inability to handle an ongoing crisis. During its first, and only, year of existence, 1989, the group made several statements pertaining to conflict goal issues. The group called for the ousting of Haitian President Prosper Avril, and for the reinstatement of the 1987 constitution. They also called for a return to democracy and for economic reforms to be implemented to manage Haiti’s economic crisis. Finally, they also called for elections to be held, and for the military structure to be reformed into a less preferential system. As the group was only active for one year, no further conflict goal issues were pronounced, and no main issue was attributed to the group.
Conflict Dynamics Issues: During its existence, the forces of Himmler Rebu and Guy Francois released one statement pertaining to conflict dynamics issue, calling for the release of the imprisoned leader Colonel Himler Rebu in its only active year 1989.
Conflict Resolution Issues: During its first, and only year of existence, the forces of Himmler Rebu and Guy Francois made three statements pertaining to conflict resolution issues. First, they demanded amnesty for their actions, and called for negotiations to be held provided this amnesty was agreed upon and respected. Later, they instead changed their position on negotiations with the government, saying that the President was lying and that no negotiations would be held.
