Conflict issues
Government of Egypt - Harakit Sawa'id Misr
Conflict Goal Issues: Harakit Sawa’id Misr, Egypt’s Arms Movement, was an Egyptian rebel group fighting to oust the Egyptian government for its alleged corruption and oppression of the people. The group was characterized by Sunni-Islamism and was engaged in a jihad against the Egyptian government. Harakit Sawa’id Misr emerged in 2016, although it did not pronounce any explicit conflict goal issues during this year. Goal issues were instead raised in 2017, when the group called for the ousting of the Egyptian government and expressed its opposition to the government’s selling of two islands to Saudi Arabia.
Conflict Dynamics Issues: During the year of its emergence, 2016, Harakit Sawa’id Misr stated two conflict dynamics issues, accusing government police forces of “killing, kidnapping, and torturing innocents, including children.”, and calling for the release of innocent people who had been incarcerated by the government.
As the conflict progressed, the group restated accusations of police and military forces intentionally killing civilians, this time relating to innocent protestors, and also called for revenge to be taken against them. The group did not, however, reemphasize its calls for prisoners to be released. Harakit Sawa’id Misr also stated that it carried out an attack against the government of Egypt for the government of Myanmar’s collective targeting and oppression of Muslim Rohingya and called upon the international community to cease its “global silence” regarding the oppression of Muslims.
The main conflict dynamics issue of Harakit Sawa’id Misr was the issue of collective targeting of civilian populations, as this issue was continuously stated with heavy emphasis throughout the coded conflict.
Conflict Resolution Issues: Harakit Sawa’id Misr stated one conflict resolution issue, when the group in 2016 called for accountability for Egyptian judges for “sentencing thousands of innocent defendants to death, or jailing them for life, at the behest of the military.”
