The threshold was reached in October that year, when MFDC rebels attacked a fishing village, close to the tourist destination Cap Skirring, killing around 30 people, the majority of which were from northern Senegal.

Comment on Activity: In 1992 MFDC attacks against civilians reaped more than 25 victims. All of the attacks were perpetrated during the latter half of the year. One large-scale attack accounted for the bulk of the casualties; the massacre of over 30 people in a fishing village in the district of Oussouye in Ziguinchor region. The village was inhabited by people from the north and the centre of the country who moved to the south for seasonal fishing. Other targets included politicians known for their opposition to the independence movement. To mark the 10th anniversary of the independence struggle the rebels staged several attacks in the provincial capital of Casamance, Ziguinchor.

Comment on Activity: The MFDC continued to target civilians up until the signing of the ceasefire agreement between the MFDC and the Senegalese government in July. Once the agreement was in place there were no more one-sided attacks.

The most severe incident occurred on the day of the presidential election on 21 February when a truck carrying voters of the ruling Socialist Party hit a landmine and 20 people were killed. Several other attacks were committed on the day of the election. The MFDC had vowed to stop all political activity in the region and polling was cancelled in some Casamance villages.

1995 Conflict Archive

Comment on Activity: In June 1995 the MFDC officially announced that it was no longer bound by the ceasefire agreement with the government from 1993. Even before this, the MFDC had resumed its campaign of one-sided violence against civilians. In March the inhabitants of the village of Boutoupa were forced to abandon their homes and those who refused were killed. Other incidents during the year included small-scale attacks on fishermen, members of the Manjak tribe and community leaders accused of being to close to the Senegalese administration.

Comment on Activity: The MFDC violence against civilians in 1997 again reached the threshold of more than 25 victims. The attacks took place during the latter half of the year. In one incident, teenagers were having a night party in the village of Djibinor when gunmen raided the group and killed nine. In another severe attack the fishing village of Diogue was raided and 11 villagers, there among women and children, were killed.

1998 Conflict Archive

Comment on Activity: In 1998 the MFDC continued to target civilians in the Casamance province. The one-sided violence mainly consisted of small-scale attacks on villagers when rebels were raiding villages in the search for food. Other targets included fishermen.
