Conflict issues
Government of Niger - UFRA
Conflict Goal Issues: Union des Forces de la résistance armée, Union of Forces of the Armed Resistance, (UFRA) was a Touareg umbrella organization comprising of several rebel groups fighting against the Nigerien government. The group was established in 1996 aiming to ensure the implementation of an agreed upon peace agreement between the government and several Touareg factions. UFRA was characterized by its common goal to protect the Touareg people and shared Touareg ethnicity, and was comprised of APLN, ARLN, FFL, FPLN, FPLS, and MRU. Whilst no conflict goal issues were stated by UFRA in 1996, the group stated three individual goal issues in 1997, calling for the integration of Touareg rebel groups into the socio-economic life and security infrastructure, calling for security-sector power sharing and economic reform to ensure the financial security of former rebels following planned DDR-programs. These statements also indicated signs of UFRA calling for changes in the bureaucratic structure of Niger. As conflict goal issues were only interpreted in 1997, no continuity of issues could be established an no main conflict goal issue was attributed to the group.
Conflict Dynamics Issues: Throughout the conflict, UFRA were only interpreted as stating one conflict dynamics issue, when it in 1998 called for the Algerian government to assist the resolution and mediation of the conflict and the implementation of the signed peace agreement.
Conflict Resolution Issues: UFRA stated one conflict resolution issue in 1996 when the group affirmed its commitment to the signed peace agreement of 1995, indicating an issue regarding the structure of peace agreements. This issue was coded again in 1998, when the group called for amendments to the agreement to resolve issues with its implementation. During both following years of the conflict UFRA called for the implementation of the peace agreement and in 1997 it raised an issue with planned DDR-programs as rebels would not agree to cooperate with disarmament until their security following the process was guaranteed.
The main conflict resolution issues of UFRA were the implementation and structure of the 1995 peace agreement. These issues were continuously raised throughout the conflict and discussed with heavy emphasis, implying their centrality to the group.
