Comment on Activity: The beginning of the year was marked by bomb attacks and clashes between the Forces of Turkestan Bhittani and TTP. Most such attacks were attempts of TTP to contest the authority of Bhittani over certain areas in towns such as Tank. These attacks came about as the Pakistani Military, Bhittani’s main ally, turned over policing and clean-up activities to Bhittani, allowing him to set up so-called Peace Committees.
However, patterns of violence quickly changed, mainly as a result of the strategy of the Pakistani Military. During June 2009, they attacked and captured TTP’s positions in highly strategic Sararogha Fort, quickly afterwards transferring much of the responsibility of holding and controlling the area to Bhittani’s forces. This resulted in a significant increase in violence, as TTP attempted to recapture the area through a full-strength attack that included heavy weaponry such as mortars and anti-aircraft guns.
This assault further came as significant events were unfolding elsewhere. On 5 August 2009, Baitullah Mehsud, an important TTP leader and the main enemy of Turkestan Bhittani, was killed by an American drone. In effect, this death was to further increase violence, as Bhittani attempted to involve himself unsuccessfully in the resultant power struggles inside TTP.
Comment on Yearly Battle Related Deaths: The difference between the High and Best numbers originates in differing reports given by Pakistani authorities and the spokespersons of Turkestan Bhittani in the aftermath of a TTP siege.
