1998 Conflict Archive
Comment on Activity: Beginning in late January of 1998, the Masalit and Reizegat Abbala tribes had several violent clashes in Western Darfur continuing throughout the year. Over 100 people died and at least 46 villages were burnt down during the fighting.
In March, the Sudanese government in Khartoum sent a delegation to the town of Geneina in an attempt to resolve the dispute.

1999 Conflict Archive
Comment on Activity: Fighting between the Masalit and the Reizegat Abbala continued with several clashes between the two groups in Western Darfur. In January, President Omar Hassan al-Bashir imposed emergency rule in Western Darfur due to the violent conflict, which removed the state governor from power and the region, instead handing control to the army and government forces directly.
Security forces were able to briefly bring the fighting under control in January, before it escalated again at the end of the month. In mid-February, the Khartoum government sent the minister of Federal Relations, Ahmed Ibrahim al-Tahir, and Lieutenant-General Mohamed Ahmed al-Dabi, President Bashir’s special envoy to Western Darfur, to the region to mediate and resolve the situation.
In early June, a government-hosted reconciliation meeting concluded in an accord between the Masalit and Reizegat Abbala, ending the fighting and stipulating yearly meetings to organise the contentious issue of distributing water and grazing resources.
