Comment on conflict reached 25 battle releated deaths: The Government of Angola first became active as a one-sided actor in the UCDP datasets in 1997, when the one-sided violence resulted in over 25 civilian deaths. The threshold was reached in December that year when government troops attacked villages in Miconje district in Cabinda.

Comment on Activity: The confirmed deaths took place within the Cabinda province where the raids were carried out in order to curb FLEC support. The victims were either shot to death or locked in houses that were subsequently set ablaze. In addition, refugees from other Angolan provinces have been allegedly killed by governmental forces; however these deaths have not been confirmed.
Comment on Yearly Battle Related Deaths: The discrepancy between the best/low and high estimates derives from the fact that the one-sided deaths in non-Cabinda provinces could not confirmed. In addition, the number of dead was not clear in one of the Cabinda incidents, thus a difference between high and best estimate regarding that particular event.

Comment on Activity: During 1998, Cabinda was the most violent province in the context of one-sided violence by the Angolan government. In early January, two raids were carried out by governmental armed personnel resulting in over twenty deaths. Two religious leaders were killed along with numerous civilians. In addition to the conflict over Cabinda, several civilians (including demobilized former UNITA soldiers) lost their lives in the government’s aim to suppressing the public support of UNITA. The raid on 8 January in the village of Caio-Cunteno (Located in the Buca Zau municipality in Cabinda), was the single most violent event as 21 members of an Evangelist church lost their lives.
