Comment on conflict reached 25 battle releated deaths: The non-state conflict between CNDD-FDD and Palipehutu-FNL is first included in UCDP data in 2003. In October that year, clashes in Bugume village in the Bubanza province, Burundi killed 20 combatants. The 25 battle-related deaths threshold was thus breached.

Comment on Activity: Clashes between the CNDD-FDD and the Palipehutu-FNL broke out in September of 2003, as the two parties’ agendas became radically opposing after the CNDD-FDD’s entry into the Arusha peace process. At the same time the CNDD-FDD accused the Palipehutu-FNL of carrying out a campaign of killings of the group’s political representatives.

The CNDD-FDD, now more or less allied with the government of Burundi, thus initiated a campaign to dislodge the Palipehutu-FNL from Bujumbura and its surrounding environs. Fighting was concentrated to the areas surrounding the capital, where the groups both clashed in direct fighting and also executed people believed to belong to one or the other of the groups. Many civilians not affiliated to any of the movements were also killed in these clashes.

Comment on Activity: The clashes between the CNDD-FDD and the Palipehutu-FNL that had begun in 2003 continued into 2004 and throughout the year. The clashes however began to abate already in early February and stopped almost completely in November. By this time the Palipehutu-FNL had been severely weakened by the fighting and its forces removed from much of Bujumbura and its surrounding areas. With the Palipehutu-FNL removed from the surroundings of Bujumbura the conflict drew to a close.
