Conflict issues

Government of India - KCP

Conflict Goal Issues: The Kangleipak Communist Party (KCP) was a communist separatist rebel group that was first coded in the UCDP in 2008, although the group was created in the 1980s. The group aimed to establish independence for the Indian region of Manipur with an establishment of a communist independent state. During the year of its emergence, the group released statements pertaining to three conflict goals issues. KCP called for Manipuri independence, being noted as: “bespeaking a ‘Marxist/Maoist’ orientation, with the stated objective of restoring the State’s [Manipur] lost sovereignty.” Furthermore, the group released a statement following an explosion stating that the people targeted had indulged in gambling and warned others not to do so, calling for the restriction of civil rights. Finally, the group also tried to restrict freedom of expression, threatening news offices and media publications to cease their publication with “dire consequences” should they have “kept their offices open and continued to work.”

As the conflict progressed, KCP called for the restriction of civil rights and freedom of expression once again in 2009 and 2010, respectively. Calls for independence were not interpreted again following the first year. The group instead called for the resignation of the executive government within 48 hours or “face capital punishment”, stating that “more than 2000 lives have been lost during the Congress government” as its motivation. Furthermore, KCP stated they had banned private hospitals and clinics from operating within the area, citing exorbitant rates against patients leading to inadequate treatment for poor people as its reason.

Whilst two issues were cited more than once, neither received significant emphasis in communications, which is why KCP no main conflict goal issue was interpreted for KCP due to a lack of continuity and frequency which would indicate centrality of certain issues.

Conflict Dynamics Issues: No statements from KCP pertaining to conflict dynamics issues were interpreted in 2008. In the following year, however, KCP published the only interpreted statement pertaining to conflict dynamics, when it called for Chief Minister of Manipur Okram Ibobi Singh to “stop killings of the innocent people by security forces in fake encounters.”, which indicates the issue of atrocities and abuses against civilians being raised. As conflict dynamics issues were only raised in a single year, no main issue was interpreted for the group as no continuity could be established.

Conflict Resolution Issues: The project coded no statements from KCP pertaining to conflict resolution issues.

Type of conflict issues: The coded conflict issues for this group are: Conflict Goal Issues: Economic reforms, Independence, Oust local executive, Public services, Restrictions on civil rights, Restrictions on freedom of expression

Conflict Dynamics Issues: Atrocities and abuses

Conflict Resolution Issues:
