Conflict issues
Government of Lebanon - Forces of Michel Aoun
Conflict Goal Issues: The Forces of Michel Aoun was a Lebanese de-jure government who emerged in 1989 following the withdrawal of the former Prime Minister Selim Hoss and his cabinet’s resignation, which were to be replaced by the newly appointed Michel Aoun as Prime Minister. This effectively created two contesting government, one led by the Christian former military commander Aoun, supported by large parts of the Lebanese army, and one, which was considered as the more legitimate government, led by the Sunni-Muslim Selim Hoss. For this reason, the Forces of Michel Aoun are coded as a rebel group in the UCDP. The group stated one conflict goal issue during its existence, when Aoun, in 1989, stated his intentions to dissolve the parliament.
Conflict Dynamics Issues: The Forces of Michel Aoun stated several conflict dynamics issues throughout the conflict. In 1988, the year prior to the conflict’s emergence, the military, which would largely be incorporated into the group, stated opposition to foreign involvement in the country and of foreign appointment of a Lebanese President. As the conflict broke out in 1989, the group called for the withdrawal of Syrian forces from the country, who fought on the side of the Lebanese government, and called for the implementation of international military and monitoring forces into Lebanon. The group also called for sanctions to be imposed on the Syrian government and called for international support from the U.S. and France. The group also called for Lebanese people to “attack Syrian interests throughout the world”, calling for politically motivated collective targeting.
In 1990, the group reiterated its calls for removal of Syrian influence and military forces. These issues are also to be seen as the main conflict dynamics issues for the Forces of Michel Aoun, as they were continuously stated with heavy emphasis throughout the conflict.
Conflict Resolution Issues: The Forces of Michel Aoun were interpreted as stating two conflict resolution issues. In 1989, the group called for the implementation of a peace agreement mediated by the Arab League, and in 1990 the group called for negotiations to be held with the government of Syria to resolve the conflict and to establish “brotherly relations between Lebanon and Syria”.
