Comment on date of first stated goal of incompatibility: In July 2014, the Islamic State (IS) – a Salafi jihadist militant group with its origins in Iraq – announced that it had established a caliphate in parts of Syrian and Iraq. Furthermore, it demanded the allegiance of all devout Muslims worldwide, and declared that it would continue to seize land to expand its territory across the globe. When the caliphate was proclaimed, IS stated: "The legality of all emirates, groups, states and organisations becomes null by the expansion of the khilafah's [caliphate's] authority and arrival of its troops to their areas.”

Islamic State (IS) soldiers arrived in Tanzania from Mozambique for the first time on 14 October 2020. Having declared, back in 2014. that it considered the legality of those states to which its troops had arrived to be null, IS’ Central Africa Province's goal expanded to include integrating Tanzania into its Islamic State when its soldiers arrived there.

Comment on date of first use of armed force: On 14 October 2020, IS soldiers for the first time crossed the border from Mozambique into Tanzania. Between 200-300 IS militants attacked Tanzanian military positions at the border village of Kitaya in Mtwara district, killing at least 22 people, including several soldiers.

Comment on date when dyad reached 25 battle related deaths: Two weeks after its first attack into Tanzania, IS again attacked three villages (Nanyamba, Lilombe and Tandahimba) along the the border with Mozambique. Reports indicated that they clashed with police and that a local administrator and several civilians were killed in the attacks.
