Comment on Activity: The Topo Chico prison in the town of Monterrey in Nuevo Léon state, had by 2016 been in the control of a prison gang called Los Zetas – Jorge Ivan Hernandez Cantu faction, for some time. The gang, named after its leader, consisted of members of the Los Zetas cartel and they had many privileges in the otherwise overcrowded prison, where most inmates lacked running water and electricity.

By February 2016 this faction got challenged for the control by the Los Zetas – Juan Pedro Salvador Saldivar Farias faction. The group’s leader, believed to have been a local Los Zetas boss in Tamaulipas prior to his arrest, had been transferred to the Topo Chico prison just a couple of months before the clash took place, having served time in other prisons earlier.

Almost 50 prisoners were killed in the clash, some by knifes or other sharp objects, others by blunt objects such as hammers or wooden clubs. Some parts of the prison was set on fire as part of the fighting and a number of inmates was killed by this fire. It was also reported that some inmates tried to break out of the prison, taking advantage of the chaos that arose from the clash.
Comment on Yearly Battle Related Deaths: Although between 7000 and 10 000 people were killed in drug-related violence in 2016, the majority of events are not possible to ascribe to a specific group. Due to the continued fractionalization of cartels and groups in Mexico it has become increasingly difficult to attribute drug related violence to a specific group. The deaths are therefore only calculated from the clashes and attacks where the actors can be identified.

Terminated: NO
