Conflict issues
Government of Uzbekistan - IMU
Conflict Goal Issues: Islamic Movement of Uzbekistan (IMU) was an Islamist rebel group which emerged in 1999. The group was created by Tahir Yuldashev and Juma Namangani shortly after they left the Taleban movement and declared its intention to establish an Islamic state in Uzbekistan. During the first year of its existence, IMU raised several issues pertaining to its conflict goal. The group released a statement calling for the President to step down from office with threats of being forcefully removed and declared the group’s intent to sever ties with Uzbek allies, denoting them as “the despotic forces of the world” which alluded to “Israeli Jews and the American enemies of Islam.” They also called for the establishment of an Islamic state governed by Sharia law which would be implemented through executive and judicial reform. Finally, IMU called for the religious and cultural rights of Muslims to be protected and taught in schools.
During the second, and final coded, year of IMU’s active conflict against the Uzbek government, they reemphasized the group’s intention to militarily oust the sitting government, stating that “the movement will continue its armed struggle against the government of Uzbekistan because of the latter's refusal to settle differences by political means.” The referenced political means referred to the President stepping down. They also reemphasized its calls for the establishment of Sharia law and of an Islamic state.
IMU’s main conflict goal issues were the establishment of an Islamic state, of Sharia law, and the removal of the Uzbek President and his government from power. These issues were continuously stated throughout the brief duration of the conflict and were heavily emphasized in statements. They also largely shaped the existence of IMU.
Conflict Dynamics Issues: During 1991, IMU released statements pertaining to several conflict dynamics issues. The group called for revenge against the government of Uzbekistan and of non-Muslim Uzbeks for the planned execution and imprisonment of six Mujahadeen soldiers. The group also called for these prisoners to be released and for Muslim scholars who had been forced into exile from the country to be allowed to return to Uzbekistan.
Conflict Resolution Issues: In 1991, IMU called for accountability against leaders of the Uzbek government to be held accountable for their imprisonment and oppression of Muslims: “the tyrannical regime and its supporters, if God wills, will be punished by an Islamic court for all their deeds”. They also released statements calling for negotiations with the government, stating that the bloodshed could be resolved if the government stepped down. This issue was stated in 2000 as well, although it was not heavily emphasized enough to be considered a main issue for IMU.
