Comment on Active: During 2007, despite attempts to solve the conflict peacefully and integrate CNDP into the national army, CDNP carried out one-sided violence against civilians on several occasions. Usually, those targeted were accused of supporting the government, FDLR or Mayi Mayi militias, or were killed for refusing to join the CNDP.

Comment on Active: CNDP continued to make use of violence against civilians in 2008, soon abandoning an agreement in January that year envisaging an immediate ceasefire, an end to human rights abuses and the start of a peace process. Those targeted were usually accused of supporting the government, FDLR or PARECO, or killed for refusing to join the CNDP. In one notable event, CNDP retook the town of Kiwanja on November 5 after briefly losing control of the town, and proceeded to kill around 50 civilians they accused of being enemy collaborators.
