SUMMARY

Terre Noire was a gang named after the neighborhood where it was primarily based in Port-au-Prince, Haiti. It controlled significant territory in this area, which was crucial for its operations and influence.

With around 50 active members, Terre Noire used a combination of violence and social influence to maintain control over their territory and members. The gang’s use of violence included brutal methods such as targeted killings, kidnappings for ransom, and violent clashes with rival gangs.

Terre Noire was also known for participating in various attacks as an ally of the G9 coalition. Terre Noire’s leader, Jonel Catel, had a particularly close relationship with Barbecue, the main leader of G9.

On February 29, 2024, G9 joined its longtime rival G-Pep, in an alliance called Viv Ansanm (Living Together, Vivre Ensemble) and began engaging in armed conflict against the Haitian government. Terre Noire, a close ally to G9, also joined the Viv Ansanm coalition.

The gang Terre Noir has been involved in the one-sided category of UCDP organized violence.
