SUMMARY

Kokorat San Ras was a criminal gang in Haiti. Despite its relatively limited membership, the group was regarded as one of the most brutal armed actors in the region. The organization did not follow a formal political or religious ideology, and was driven instead by territorial control, criminal profit, and the exercise of coercive power over the communities in which it operated.

The gang operated primarily in the Artibonite department, with activity also reported in the Northwest department. Its area of operations included the communes of L'Estère, Gros-Morne, and surrounding localities in the lower Artibonite region. Armed with automatic weapons, the group demonstrated the capacity to conduct coordinated attacks on civilian communities and security forces alike, and its members were linked to mass killings, arson, and kidnappings. The gang operated under the centralized command of its leader, Ferdens Tilus, also known as "General Meyer" or "Jeneral Meyè."
