SUMMARY
Roger Lafontant, former minister of interior in the Duvalier regime, went into exile when the regime fell in 1986. In the summer of 1990 he returned to Haiti in an attempt to run for the presidency. He was however barred by the Electoral Council on technical grounds. Besides being the leader of the party Union for National Reconciliation he was also reputed leader of the Tonton Macoutes, a secret army that had served during the Duvalier regime but that was now banned.
