SUMMARY

G-Pep was a federation of criminal armed groups formed to counter the G9. It was based in Cité Soleil, neighboring Port-au-Prince in Haiti.

Two main gangs comprised G-Pep: Nan Brooklyn and Haut Belair (also known as Les Argentins). The first was the original founding gang and the latter, joined the federation in 2021. The group had between 200 and 250 active members across Cité Soleil, Haut Belair and Fort National.

Like many other gangs in Haiti, G-Pep's power was largely based on territorial control. It operated in specific neighborhoods, where exerting influence through the provision of services that the state failed to deliver. However, its members were also known for implementing violence against civilians mainly through kidnapping, armed robbery and extortion to maintain control and instill fear within their territories (which also served as important sources of revenue).

The G-Pep was started by Jean Pierre Gabriel, also known as Ti Gabriel, leader of the Nan Brooklyn gang. In 2021, the federation was joined by a gang that became equally important, Haut Belair. This gang was started by Kempes Sanon, a dismissed police officer who settled in the upper side of the Belair neighborhood after escaping prison in 2021.

G-Pep had many allies, including Kraze Barye, 5 Segond, Grand Ravine, 400 Mawozo, and Canaan. The group was also believed to be associated with the political opposition of Haiti.

On February 29, 2024, G-Pep joined its longtime rival G9, in an alliance called Viv Ansanm (Living Together, Vivre Ensemble) and began engaging in armed conflict against the Haitian government. The new coalition went on to control over 85 percent of the territory in Port-au-Prince.

The group G-Pep has been involved in the non-state and one-sided categories of UCDP organized violence.
