SUMMARY
The Forces of Micanor Altés, otherwise known as the Wharf Jérémie gang, was a criminal organization operating in Haiti. The gang exercised territorial control over the area for more than a decade and was responsible for widespread violence against the civilian population, including one of the deadliest civilian massacres recorded in Haiti's recent history.
The gang did not follow a formal political or religious ideology and was primarily driven by territorial control and criminal profit, operating in the Wharf Jérémie district of the commune of Cité Soleil, Port-au-Prince. However, the personal beliefs of its leader, Micanor Altès (also known as Monel Felix, Alfred Mones, "Mikanò," and "King Micanor"), played a notable role in shaping the gang's conduct.
The gang demonstrated the capacity to conduct large-scale, coordinated attacks on civilian populations within its territory, employing firearms as well as bladed weapons including machetes and knives.
Forces of Micanor Altés has been involved in the one-sided category of UCDP organized violence.
This temporary coalition of gangs from Haiti was created in May 2020 to attack several neighborhoods in Port-au-Prince as a way to secure and expand territorial control. It is considered the predecessor of the group G9 an Fanmi e Alye.
Named after the main territory they controlled within Haiti’s capital, Port-au-Prince, eleven gangs that were known for performing acts of kidnapping, armed robbery, extortion and rape formed a coalition in order to increase the number of territories under their control. The member gangs were allegedly close to President Jovenel Moïse and frequently clashed with other gangs that were not considered to be linked to the Government of Haiti.
Although the internal structure of the coalition is unknown, a prominent figure stood out. Jimmy Chérizier, alias Barbecue, was a former police officer who was fired from the Haitian National Police (PNH) in 2018 following investigations that identified him as one of the main perpetrators of the massacres in Grand Ravine in 2017 and in La Saline in November 2018. Despite the existence of arrest warrants against him, Chérizier continuously managed to evade persecution.
The coalition was dissolved in May 2020, but the most powerful members went on to form the group G9 an Fanmi e Alye in June of the same year.
The gang coalition formed by Delmas 19 gang, Delmas 6 gang, Delmas 95 gang, Nan Belekou gang, Nan Boston gang, Nan Chabón gang, Nan Ti Bwa gang, Pilate base gang, Rue St. Martin gang, Simon Pele gang and Wharf de Jeremie gang has been involved in the one-sided category of UCDP organized violence.
