SUMMARY
Mayi Mayi Complet was a little-known local Mayi Mayi militia active in Rutshuru territory, North Kivu Province, DR Congo (Zaire). The group was based near Nyamilima village, north of Rutshuru, and operated in an area where several Mayi Mayi groups, FDLR-FOCA, and other armed actors were active during the late 2000s and early 2010s. The group was led by a commander known as Colonel Complet.
Mayi Mayi Complet appeared to have been a locally rooted militia rather than a group with a broad political program. Its activities were linked to local insecurity, armed-group competition, self-defense narratives, and control over resources and trade in Rutshuru territory.
The group operated mainly around Nyamilima village and in a limited area north of Rutshuru. This area was affected by the presence of several armed groups, including local Mayi Mayi factions and FDLR-FOCA. The group’s location also connected it to the charcoal trade and other local economic networks in and around Virunga National Park.
Mayi Mayi Complet recruited locally in the Nyamilima and northern Rutshuru area and likely drew heavily on Nande communities, although available sources did not explicitly identify the group’s ethnic composition. The group formed part of the wider Mayi Mayi environment in Rutshuru territory, later described by UN reporting as a succession of armed groups under commanders including Jackson Muhukambuto, Complet, Manga, Shetani, and Charles. The group recruited children.
The group’s structure was centered on Colonel Complet and did not appear to have been highly institutionalized. It functioned as a local armed group rather than a centralized rebel organization. Its military capacity was limited and based on small arms, local recruitment, and knowledge of the terrain around Nyamilima.
Mayi Mayi Complet was affiliated with FPLC (Forces patriotiques pour la libération du Congo, Patriotic Forces for the Liberation of Congo) before the June 2010 attack on Nyamilima. After the attack, FPLC reportedly broke contact with the group. Mayi Mayi Complet also cooperated with FDLR-FOCA over the charcoal trade in Virunga National Park. In 2010, Complet collaborated with FDLR in the illegal exploitation of charcoal. These relationships reflected the fluid and pragmatic alliances among armed groups in Rutshuru territory, where cooperation often depended on local economic interests and immediate security needs rather than stable political alignment.
Colonel Complet led the group until he died following an FDLR-FOCA attack during the night of 18–19 March 2012. His death appears to have weakened the group substantially, and available information did not identify a successor who maintained Mayi Mayi Complet as a distinct armed actor. Later Mayi Mayi mobilization in northern Rutshuru continued through other commanders, including Manga, Shetani, and Charles, who inherited personnel, objectives, and modus operandi from earlier local Mayi Mayi formations.
